(1)”Nobleness” and
“Decency”
“Nobleness” is the fifth month and “Decency” is the sixth month of
Peace Calendar.( 28 days 13 Moon civil calendar). The message of
both months of Peace Calendar are explicitly promoted in the PPF of
both the months of the Gregorian year 2007-08. What is the
acceptance level of the messages during last one year? There is
zero, rather negative acceptance level of messages which are
courage, generosity, magnanimity, standard of propriety, morality,
social-cultural standard of conduct and speech etc, as it is evident
from the violent happenings of the last |

present global crisis |
one year and the
recent “Global financial Meltdown. Human mind is still
incapable of perceiving the present global crisis with
all its dimension and addressing only to market functioning and
reforms, macroeconomic factors, providing critical support for
the global economy through reinforcement of International
financial Institutions, monetary policies etc. Perhaps quality of
human mind is detoriating to divisive forces of piecemeal approach
to a crisis and is not able to derive “holistic and interlinked”
measures to overcome the impact of present global crisis for
restoration of sustainable global order. |

The present crisis is
the outcome of not only market and financial mismanagement, but the
root causes are the humanity’s societal turbulent like increasing
pace of gap of wealth management between inter and intra countries
of the world, war and terrorism, lack of outlook towards principles
of peaceful and sustainable development, vulgar show of glitter of
wealth, sexualities etc on one side and acute problem of poverty,
security, isolation, unsustainable urbanization and inadequacy of
socio-economic, health and education infrastructure etc on the other
side, stratifying the human society with high degree of conflicts.

Matter is over mind |
of
environment and environmental resources (outputs of interaction of
energy and matter) on which the determinants of “prosperity for ALL
with peace depend are depleting at faster rate. Various kinds of
institutions developed to carry out activities for peaceful growth
of human society are falling to pieces. There is also a serious
decline of humanitarian values as “matter is over mind” leading to a
suicidal competition to acquire the products of extreme utilitarian
growth; sacrificing the “values” which are the cutting edge of human
civilization. The concept of “I” is becoming more and
more dominant at the cost of “WE” in all sectors
of human |

endeavors. These are some of
the critical issues besides economic and financial which have
initiated a process of “meltdown” what we conceive now as
market/financial only. If we do not focus on holistic ness of the
process, we will end up with total meltdown of the humanity.
Simultaneously, we must adopt scientific Peace as the bedrock
foundation of growth of humanity which will ensure security, comfort
with a sense of enough ness, and happiness through convergence of
Truth, Order and Harmony so that future of humanity is safe, secured
and free of meltdowns, conflicts and terrorism etc.
Let
the messages of both the months of Nobleness and Decency are
reprinted in the neural plates of our mind for empowering us to be
holistic in our thought and action to prevent proactively all kinds
of meltdown in future. |

2) Adopting a
saner route to life- Winning the War of Terror.
Both the months of Nobleness and Decency have the inspiring
message along with remaining eleven months which the
humanity must adopt to lead a saner route to life. Terror
can not be ruled out as one of the causes of present
financial meltdown but it is a threat which may lead to
total meltdown of the human race. Perhaps it should be
accepted as the critical challenge to the global crisis
confronting the humanity including the present one.

Terrorists.
|
Terror in common
parlance is an act of unprovoked/provoked violence to kill/harm
group of innocent people with the intention of taking revenge
on someone else for intolerance to religion, culture,
development and growth, ideology, faith and life-style etc. Misutilization
of political/bureaucratic power for exploitation ,politically
induced conflicts, inequity and injustice etc are also some of the
issues responsible for producing terrorists. The broad
motivating factor for terrorism is not only hatred or intolerance of
any religion but it is immoral, beyond any religion code of conduct
and unjust way of life stratifying |

|
the oneness of the
humanity. Debate is more on terrorism linked t o religion like Islamic , Hindu, Christian etc.
The truth is that has no religion, but a terrorist may belong to a
particular religion. A terrorist may be poor or rich. He may be
educated or uneducated. He can also be employed in a respectable job
or may be unemployed. The seed of terror is in the mind which starts
germinating when the neurons of the brain succumb to a negative
impulse received from external environment based on a
faith/perception/anger/jealousy etc devoid of truth, order and
harmony. In case of war between two, both sides/parties are visible.
But in terror, there is no direct confrontation face to face. It is
a invisible war. A terrorist is visible only

convicted/killed. Terrorists have strategy of different kinds like
bomb blasts, 9/11 operation etc on group of people who are totally
unaware or unprepared for the attack or they are not the direct
enemies of terrorists. |

The word
“terrorism” emerged with reference to the Reign of Terror
during French Revolution. However from the first time of use
of the word of terror till the present time, the meaning,
definition and strategy of the word has undergone sea
change. Mainly two definitions of terrorism broadly
highlight today’s terror status. UN Security Council in
November 2004 described terrorism as any act “ intended to
cause death or seriously bodily harm to civilians or non-combatants with the purpose of intimidating a |
|
population or
compelling a government or an international organization to
do or abstain
from doing any
act”. The second definition is by US Department of Defense
which said that “ The calculated use of unlawful violence or
threat of unlawful violence to inculcate fear intended to
coerce or to intimidate governments or societies in the
pursuits of goals that are political, religious or
ideological.” Considering the scale of terror in today’s
global society, some of the key criteria are identified as
violence and threat of violence, psychological impact and
fear perpetrated for a political/religious etc goal
deliberately targeting non-combatants in disguise with
unlawful and illegitimate violent actions. However
the meaning of the word terrorism is
complicated bythe moral ambiguity |

|
that
surrounds the concept. This derogatory word can be summed up in the
aphorism, “ one man’s terrorist is another man’s freedom fighter”,
which is grossly misleading. With all such analysis, terrorism is an
extreme, unlawful and anti- humanitarian form of violence for which
new ways and strategies need to be worked out with collective
efforts, which should be as inclusive as possible globally to bring
an end to such heinous act. |

Understanding that
today’s terrorism springs from political alienation, grievances that
can be blamed on others, subculture of conspiracy and misinformation
and an ideology that justifies murder, it now becomes more urgent
need of mankind to defeat terrorism through short and long term
approaches. |

· SHORT TERM
APPROACH
Some of the points
are-
a)
Ban use of raw materials required for mass destruction .Production
of such materials should only be taken up by credible/secret
organizations of government, which should also be accountable to
restrict the supply of such materials to only authorized
organizations. Adequate measures must be taken to ensure that
such destructive materials are not accessible to illegal persons or
to |

system. This
is one of the
critical step which the government must undertake to protect the
life and livelihood of its citizens. There should be strict
vigilance for smuggling of such materials from other countries |
|

b) Mind bending steps
should be taken for the hard core terrorists identified through
appropriate process, captured and heavily punished. The followers of
such destructive ideology or terrorists in the making should be
cut-off from the network of resources, institutions and individuals
they depend for support. The terror network should be totally
demolished any attempt to revive it in any alternative form should
be nipped at the bud. |

c) Vigilance on
terror promoting personnel/areas within the boundary of the Nation
and international borders should be upgraded with high technological
measures. Strong mechanism should be developed to inhibit the
movement of terrorists from one area to other areas within a
country and guarding the international borders of land ,water and
air space. to deny entry to terrorists to a country from other
countries. |

(d) Aggressive
strategy for attack on terrorists and their operational
abilities should be formulated, keeping in view that they are
not afraid of their death. Suicide squads/bombers are emerging
to challenge the security of mankind. The glaring examples are
9/11 terror ,bomb blasts, and the most recent Mumbai terror
attack on November 26,2008(being called 9/11 of India) etc. Many
more new techniques are also on anvil, which the counter
terrorism agencies must acquaint themselves proactively.
Adequate proactive infrastructure with sophisticated
technologies now available must be developed by governments to
ensure full security of people |

and property. In order to neutralize
the efforts of terrorists, national and international collective
strategy must be formulated to launch aggressive attack on various
elements of the terror network like leaders, followers, weapons,
funds, communication and propaganda operation justifying
killing/destruction. All the countries of world must be united for
winning the war of terror, by initiating collective action so that
terrorists are denied access to the materials, expertise and other
enabling capabilities required to freeze them from their thought and
action leading to the
act of terror.

·LONG TERM
APPROACH
Long
term approach to fight war of terror includes complex strategies
with integration of forces of political, economic, social,
psychological, educational, moral, spiritual, intellectual, physical
and military etc. In short, this integrated approach can be termed
as “Metaforce” to curb terrorism address to all such evil
activities without waiting for “blood for blood” operations. Such a
comprehensive strategy calls for designing of a powerful, effective,
scientific(using both matter and spirit), psychologically valid and
plausible approach. The strategy will only work and will be fruitful
within the framework of determined and collective political wisdom
to be developed nationally and globally. Some of such strategies are
outlined below-

Developing “collective minds” of National/ International
Communities-
Global and international standards of accountability should be
established to fight terrorism with collective minds by each
country. .Although UN Security Council Resolutions have
imposed binding obligations on all states to suppress and prevent
terrorist financing, improve their border controls, enhance
information sharing and law enforcement cooperation, suppress
the recruitment of terrorists and
deny them sanctuary etc; seriousness
in implementing the binding obligations by the states i
s lacking. |

All such counter
terrorism guidelines should be globally monitored and evaluated to
assess results of efforts by the states . A mechanism should be
developed for mutual support between countries when needed.
This has now become extremely urgent for collective action without
which fight against terror will not be successful. This also calls
for to boost the spirit of the force of the security officials
fighting terrorism or any kind of violence by dealing with strong
hand local political hooliganism attacking people in charge of
security. |

(b)
Inventory of
terrorist groups and establishing linkages between the groups-
Terrorism is also evolving, as its changing strategy is always in a
continuous flux. It has evolved from secular and nationalist terror
groups to the present ones which have taken advantage of 20th
century advances and are using them for destructive enablers of the
21st century. Use of personal couriers and communication
technologies like cellular and satellite phones, encrypted e-mail,
internet chat rooms, videotapes and CD rooms etc have provided more
power to terror groups. Funds are |

raised
through front business, drug trafficking, credit card
fraud, extortion and money from covert supporters and
transferred surreptitiously through numerous banks,
money exchange system etc to support movement of
terrorism. It is therefore essential to list out the
inventory of the terrorist groups(big or small) nation/region wise and establish their linkage
with groups mutually supporting each other. This is a huge task and
all countries of the world must work together to prepare the
inventory and keep a close watch on their movement. Further
information about their transaction and transfer of funds,
training locations, |

quantum
and agencies from which Weapons of Mass
Destruction (WMD) are acquired etc need to be collected to develop a
well-planned out action to counter terrorism. There should not be
any compromise on this vital issue and there should not be any foul
international politics to push the problem of terror to other
nation/region. National, international and global politics must
collectively without any bias plan and fight terrorism with a
determined vision to win the war of terrorism which is against the
humanity as a whole and not against a nation or group of people. |
(c)
Reinforcement of
intra and inter nation coalition and partnership-
Terror war as evolved
today is a tactic of violence to harm innocent people, create fear
and tension in the society for destruction of life and property. It
is a situation, where there is urgent need to impose “supreme
emergency” measures to eliminate terrorists whose aim is not
justice and peace, right or wrong, but to destroy civilian morale
and send a message of fear to government by targeting ordinary
people including women and children. Violent retaliation to bring
down governments should not adopt terrorism as a tool. This needs a
national consensus as well as international and global consent.

It is necessary to move away from evil or motivated
psychic to snatch power at the cost of all
humanitarian values, which should be adopted as the
highest norm for ruling/managing people and resources.
This is a more effective justification to end terror,
which requires harmonious and orderly human bondage
through reinforcement of intra and inter
nation coalition and partnership. Mere deliberations,
debate and promises made by politicians will not be able
to wipe out terrorism. There is need to
develop dynamic institutional |

mechanism and action
from global to grassroots levels with well knitted coalition and
parternership to eliminate this deadly menace. |

(d) Enhance
government Architecture-
Enhancing
government Architecture to win the war of terrorism involves the
will power of political system as well as strengthening of
government institutions with “zero political interference” and full
accountability of the institutions .Intelligence agencies should be
reinforced and empowered with full accountability to implement
actions for full security proactively on day to day basis so that
the scope for terror action is totally eliminated. All political
parties of a country must develop “unified voice” against terrorism
without any “blame game” and vote bank politics. Parliamentary
Democracy is today generally accepted as a

better
form of political system. Some principles like two party system,
fixing time limit of tenure for the executive chief of country/state
( not more than two terms, each term being 4 or 5 year), fixing age
limit for them etc can be considered to increase the efficacy of
political system and make the politicians accountable for their
promises made to the people .Stringent laws to eliminate terrorism
and reforming judicial system for immediate disposal of terror cases
should also be considered seriously. A Department of Peace and
Security should be set up in each and every country
to design national strategy to counter terrorism
and promote peace as well as to |

establish a framework for
international cooperation with a sustainable consensus to provide
full security and peace to all its citizens. |

(e)
Developing
intellectual and human capital-
Peace
education should be given highest priority from the global, national
to grassroots levels. The evil effects of violence of any kind
should be infused in the minds from the childhood. The program of
this life-support education should be designed for all age groups
from womb to tomb with the foundation of convergence of “science of
matter” with “science of spirituality”. The lessons of benefit of
Peace and evil of violence must be taught from the play school to
highest level of education. This should be also extended to work
places so that culture of Peace always remains on the top of the
mind. Every country must establish a Peace Academy which must be
empowered to design and incorporate peace element in each profession
to be practice in work places and also to design specialized courses
in peace and Peace Technology.

In
addition to short and long term measures to win over terrorism, the
battle for terrorism must be fought in the hearts and minds of the
people to whom terrorism represents a holy cause, a divine mission
.Efforts should be to remove these root causes by effective Peace
education so that a culture of humanitarianism takes root in the
human civilization for its sustainable and peaceful continuance in
the planet earth. |

Global News and Views-
What a
coincidence-while deliberating on terrorism, in India on November
26,2008 at about 9.30 pm(IST); Mumbai, the financial capital of the
country was converted to a Terror War zone. Till writing this PPF(27
November, 2008), as reported by The New Indian Express, the total
number of dead was 90 and injured 320.Ther is no doubt that this
figure will increase. The report said- Terrorists target foreigners
in well-planned attacks on the financial capital; Top hotels,
stations become hotspots; top cops killed .The report also said that
“Terror strikes- Take New Form” .The attack to impact MP( a
state-Madhya Pradesh) elections. |

In next few days many
more new facts will emerge on this heinous terror attack on Mumbai.
The big question is that when the politicians and the people will
rise collectively to the occasion to win the war of terror without
the “blame game” .Let us be united at this gloom hour and take
immediate action to eliminate the terrorists and develop effective
short and long term strategy( some of the strategies dealt in this PPF)
to ensure future security of the people .Political partiesshould
rise above vote bank psychic and see |

to fight terrorism with full consensus approach and stand firmly
behind the security forces without any intention to gain political
advantage. It is extremely dangerous to mix politics with terror. |
